Abstract

Seit dem Beginn der 60er Jahre werden weltweit Massenmedien in den Dienst der
sogenannten "Entwicklungshilfe" gestellt. Das konventionelle Kommunikationsmodell, das diesen Bemühungen zugrunde liegt, kann vereinfacht als "Verbreitung von Neuerungen" umschrieben werden. Neuerungen werden als Ideen, Handlungen oder Gegenstände gesehen, die in einem bestimmten Gebiet mit dem Ziel des Fortschritts auf dem Weg über Kommunikations-Kanäle möglichst rasch verbreitet werden. Die Ergebnisse dieses massiv praktizierten Modells sindjedoch alles andere als ermutigend. (...)

Since the early 1970's the conventional paradigm for communication and development has come und er severe criticism, mainly because of its biased stress on economic growth without sufficiently considering distribution problems and cultural values. As an alternative Paulo Freire came up with a more promising approach suggesting a pedagogy ofthe oppressed. It was Mario Kaplun who finally succeeded in combining this pedagogy with radio techniques, whereby the audio cassette used in small groups proved to be especially effective. Some of Mario Kaplun's cassette programs have been adapted to Indonesian audiences. consequently an intercultural comparative study has led to the hypothesis that for communication and development the socioeconomic situation and class interests are ofgreater relevance than the cultural tradition of a particular country.
