Abstract

Vor weniger als fünf Jahren wäre "lnformationstechnologie" für viele Personen außerhalb der Daten- und Informationsverarbeitung kein vertrauter Begriff gewesen. In Großbritannien zumindestens hat sich das nun geändert. Die britische Regierung ernannte 1982 zum "Jahr der lnformationstechnologie'' und Unsummen flossen in jede Art von Aktivitäten. Während dieser Zeit expandierte der Homecomputer-Markt fast explosionsartig, Prestel (obwohl schon ein wenig früher etabliert) richtete als erster in der Welt eine anwählbare Datenbank für jedermann ein, und das Projekt "Microcomputer in Schulen" bot allen Schulen subventioniert Microcomputer an. Kleine Unternehmen und sogar Kirchengemeinden erwarben Kleincomputer zur Arbeitserleichterung, und fast jedes Schulkind wird nun früher oder später mit Computern in Berührung kommen. (...)

The author argues from a theological standpoint why the Christian Churches should care about the telecommunication and assume responsability. Parsons draws attention to the fact that preaching 'gospel' by learning programs or viewdata (in West Germany: Bildschirmtext) has to follow new laws: the user's freedom of choice and opinion has tobe respected. The ethical questions raised by the implementation oflarge computer systems, by the issues concerning responsability and transparency of systems and decisions, must be understood and answered by the churches. The churches must cooperate- ifthey want- specifically human modes ofthought and behaviour tobe kept alive: if man's understanding of hirnself is not to be reduced to the Ievel of the possibilities of actions and influence = exercised by data processing systems, then all humans must be able to distinguish their capacities form those of information processing systems. The churches must also help humans to understand the possibilities of actions and decisions taken by computers, their ways of functioning and their strategies in problern solving. Getting beyond the stage of oversimplification will be successful in this field which has dimensions for the whole society and worldwide effects only if theologians begin to reflect on these issues.
