Abstract

Kirche und Kommunikation - diese Stichworte bezeichnen ein gespanntes Verhältnis in der Geschichte bis in die Gegenwart hinein. Die Päpste des 19. und 20. Jahrhunderts von Gregor XVI. bis Pius XI. haben vor der "schlechten Presse" gewarnt und die "gute, das heißt katholische Presse" empfohlen. Beginnend mit der Film-Enzyklika Pius XI. "Vigilanti Cura" vom 29.6.1936, haben vor allem Pius XII. (Enzyklika 'Miranda Prorsus' vom 8.9. 1957) und Paul VI., selbst Sohn eines Journalisten, die Einstellung der Kirche zu den Massenmedien theologisch und pastoral neu bedacht. (...)

In the new Church Law the post-counciliar Church changed her defensive stand towards social communications media, determined by warnings and censorship, to a positive attitude. The new Iaw (Codex) develops the basic considerations of the Council documents and the pastoral instruction "Communio et Progressio" into legal terms. The Codexassures the right of free opinion within the Church as determined and limited by general Christian norms, and proclaims the right of the Church to possess and use the media for the good news. He obliges all Christians, producers- as weil as journalists- editors and artists as also recipients to fill the social communications media with a human and Christian spirit. Finally the new law promulgates several regulations to protect the Faith and gives instructions for the transmission of religious programmes for proclamation and religious education. The Codex also recognises the importance of the communications media for society and Church, and promotes a free communication which is only Iimited by protection ofthe Faith and Christian life. He encourages Christians to fill the communications media with a human and Christian spirit to promote communion and progress of society.
