Dritte-Welt-Filmschaffen für die Entwicklungsarbeit?

Abstract

Die übliche, oftmals strapazierte Aufteilung des Films in "Ware" und "Kunst" ist so alt wie das Medium selbst. Nirgendwo scheint siejetzt aber aktueller zu sein als in den Ländern der sog. Dritten Welt. Da versucht einerseits eine gut organisierte Vergnügungsindustrie - sehr augenfallig für jeden Besucher in den städtischen Ballungszentren - mit Italowestern, Kun Pu-Streifen und Gangster-Epen, offensichtlich nicht ohne Erfolg, ein millionenfaches Publikum anzulocken. Das Angebot, fast ausnahmslos der Kategorie B (oder C) zugehörig, wird zur Hauptsache von westlichen (USA, Frankreich, Italien), östlichen (Indien mit seinen Hindi-Filmen) und fernöstlichen (Hongkong) Gesellschaften vertrieben, die sich in vielen Ländern der Dritten Welt, auch wenn diese längst unabhängig geworden sind, eine einträgliche, profitorientierte, multinationale Monopolstellung gesichert haben. The influence offoreign film distributors inAsia, Africa and Latin Americaon the whole is negative, and this for ethical, developmental and cultural reasons. Awareness of cultural colonialism is growing however, and national film production is developing partly through governmental measures and partly by small private and independent producers. Film created with the local audience in mind is beginning to play an important role in creating self-motivation and conscientization, and there is a growing awareness of local culture and the rediscovery of national identity. In this respect Cuba is taking the Iead in Latin America, while in Africa the new awareness which began in the northern countries from the 1960s onwards is spreading to Black Africa. Developments of the "new film" featuring Asian reality are observable in the big film countries of Asia. The Church's involvement is still minimal, but there is a growing contribution, made
possible by the new structures of Catholic film work which ensure a lively sharing in regional activities. The Church in the west is encouraged to observe these developments, and to participate in them.
