Die Kirchen im internationalen Satellitenprogramm

Abstract

Im Jahre 1945 veröffentlichte der britische Ingenieur Arthur C. Clarke in der Zeitschrift „Wireless World" einen Artikel unter dem Titel „Extra-terrestrial Relays", der sich detailliert mit den kommunikativen Möglichkeiten künstlicher Relaisstationen im erdnahen Raum befaßte. Zwölf Jahre später wurde der erste Sputnik in eine Umlaufbahn geschossen. Nach weiteren zwölf Jahren ergibt sich heute das Bild einer „tremendously powerful extension of telecommunication"3, deren technische Perfektion einen Fortschritts-Enthusiasmus weckte, wie er bisher nur dem 19. Jahrhundert eignete. Denn ungelöst sind die meisten der mit der Anwendung der Satellitentechnik verbundenen Fragen auf sozio-ökonomischem und sozio-kulturellem Gebiet sowie im international-rechtlichen Bereich. (...)

Today the Churches face a new opportunity of using communication facilities for their own purposes. But for nearly ten years they refused to acquaint themselves with the future possibilities of sate!lite communication. The article describes the history and the complexity of international satellite „business", shows the actual state of affairs and indicates the position of the Churches. After all with the foundation of an Ecumenical Satellite Commission they made use of their least chance. This commission should not aim at launching Church-owned satellites.
There are to solve more important problems such as to encourage a free two-flow of informations, to ensure generous consideration for the needs of developing countries, to contribute to true cultural exchange, to assist developing countries in their future communication programmes. But first of all Churches have to explore the possibilities of improving their present conventional communication facilities by means of satellite transmission and to train personnel for the needs of the developing countries.
